The Monitoring Journey, a five-part series of guiding webinars designed to accompany cities through the full cycle of the Human Rights Monitoring System (SMS) — from concept to practice.
The series supports cities in co-developing and testing a participatory monitoring framework grounded in human rights principles, data, and inclusive governance. Through interactive exchanges and shared learning, it aims to build collective capacity to translate rights into measurable progress at the local level.
This first session introduces the Human Rights Indicators Framework, the conceptual foundation of the monitoring system. It will guide cities in identifying relevant and measurable indicators aligned with the EU Fundamental Rights Agency (FRA) framework and international standards. The discussion will highlight how indicators can help translate human rights commitments into concrete policies, ensure accountability, and strengthen inclusive local governance.
