The event will launch the Human Rights Cities Compendium of Best Practices in Monitoring Publication, and encourage local authorities and civil societies to adapt this approach and reflect on how they can implement the system at the local level.
The session will focus on:
- The importance for cities to implement the SMS at the local level.
- How the DeCiDE Human Rights Cities have implemented and can implement the SMS locally.
- The role CSOs can play in implementing the SMS at the local level.
- How the SMS can be used as a roadmap to improve human rights implementation and policies at the local level.

MEET OUR SPEAKERS:

Adrià Duarte
Adrià Duarte is the Coordinator of the Committee on Social Inclusion, Participatory Democracy and Human Rights of United Cities and Local Governments(UCLG), where he works to advance inclusive, democratic, and rights-based approaches in local governance worldwide.
He is also closely involved in the Observatory on Participatory Democracy (OIDP), supporting international cooperation and knowledge exchange on participatory practices among cities.
With extensive experience in global municipal networks, Adrià has contributed to major international processes and events, promoting social justice, citizen participation, and the localization of human rights. His work focuses on strengthening the role of local and regional governments in addressing global challenges through collaborative and people-centered policies.
Mateusz Płoskonka
Mateusz Płoskonka, Deputy Director of the Department of Dialogue, Consultation, and Citizen Contact at the Krakow City Hall, is responsible for coordinating and overseeing the tasks carried out by the Department of Participation and Dialogue and the Department of Communication and Promotion of Citizen Dialogue, focusing on the development of civic dialogue, participatory processes, and effective communication with the city’s residents. He coordinates activities within the city’s public consultations, participatory budget, and local initiatives. His responsibilities also include developing coherent communication in the area of civic dialogue, including better use of information and promotional tools and strengthening the city’s image as open to the voice of its residents.
Federica Faraoni
Federica Faraoni is a psychologist and Head of Project Design, Development, and Innovation at Community Service for Environmental Protection (COSEP) , where she oversees projects in reception services, social inclusion, educational programs, school dropout prevention, community outreach, housing support, and services for people experiencing homelessness. As part of her work at COSEP, she also provides psychological support to migrants hosted in reception centres. Alongside this role, she works in community and social theatre, developing theatre education projects with an intergenerational and intercultural approach.
Chara Tsantili
Chara has completed studies in the fields of law, public policy, gender and migration in Greece and France. She has focused her research and professional experience on access to human rights with an intersectional approach. Over the last decade, she has collaborated with the Greek Asylum Service (2016-2017), UNHCR Office in Greece (2017-2025) and the City of Athens (2021-2022, 2026-) providing technical support and capacity building to local authorities and services on issues of access to asylum and social rights as well as integration in urban areas.
